Biography or History:
1986 California Proposition 64 was an initiative that would have "required all persons with Human Immunodeficiency Virus (“HIV”) to report their condition to the state Department of Health, regardless of whether or not they had symptoms of Acquired Immune Deficiency Syndrome (AIDS)" (Kohorn, https://socialchangenyu.com/review/petition-for-extraordinary-relief-if-the-larouche-aids-initiative-had-passed-in-california/). The law was defeated with a margin of 71% to 29%.
